My 12 yo got his Heelys through dickssportinggoods.com. Zappos.com is another shoe store my kids order from. It's true Heely's aren't as new here (NC) but they're still so uncommon in my little part of the country that I have never seen another child using theirs in any public place. My son gets tons of looks every time he uses his in public, especially when we go to Sams or Home Depot.

I suspect Heelys are uncommon here because parents are worried about accidents, not to mention the expense. Quote from my son "They're pretty safe, if you've learned to keep your balance. You can't use them on pavement because it's way too rough and damages the wheels. They're hard to walk in when the wheels are in. Imagine walking with high heels only the heel is a wheel." He hasn't come even close to having any type of accident. The wheels don't scuff floors.
